in Charge? The Southwest Florida Water Management District (SWFWMD) governs water use in all of Citrus, Hernando, Pasco, Pinellas, Hillsborough, Manatee, Sarasota, Hardee and Desoto counties. In addition it governs water use in parts of Charlotte, Highlands, Polk, Sumpter Marion and Levy counties.
